Dr. Lisa A. Mills has been a consultant in the field of disability for 31 years. She has worked in the United Kingdom and the United States. She is currently a consultant on Employment First systems change. She has worked in twenty different states over the past sixteen years under various contracts with state and federal government agencies, managed care organizations and provider associations. She consults with states and other entities on the design and implementation of innovative public programs that can effectively advance competitive integrated employment for people with disabilities who use those programs. She also works with state Medicaid and Vocational Rehabilitation agencies on value and performance-based payment models which can simultaneously support service provider capacity-building, service quality and cost-effectiveness.
At the federal level, Dr. Mills serves as a subject matter expert for the US Department of Labor’s Office of Disability Employment Policy. In this capacity, she leads national webinars, develops publication focused on advancing employment of people with disabilities, and consults on Customized Employment. Dr. Mills also previously served as lead SME for the US DOL’s Advisory Committee on Competitive Integrated Employment of Individuals with Disabilities during its first year of deliberation and previously consulted with federal agencies on the Olmstead US Supreme Court decision’s application to publicly funded employment and day service settings.
Dr. Mills previously served as a board member and public policy advisor for TASH. She also previously served as a senior technical advisor and Ruderman Foundation Fellow for the National Coalition to Promote Self-Determination. She is the proud parent of a son who is working in competitive integrated employment using vocational rehabilitation supported employment services and is a freshman at the University of Iowa in their “Think College” initiative (UI-REACH).
